Waivers for Specific Populations
General Waiver Information
Certain Rhode Island residents receiving unemployment benefits may be eligible for waiver of tuition for courses taken at 18JAV.
Requirements
Students must have an active/open claim with Department of Labor and Training (DLT) and submit the following:
- DET Certification of UI Eligibility Form (DLT-467)
(The form must be dated as indicated on the waiver.) - RI Public Higher Education Unemployment MEANS Test
- signed copy of 2023 federal form 1040 with W2s
- copy of RI Driver’s License or RI State ID
- payment of required fees not covered by the waiver
- completed 2024/2025 FAFSA
Waiver recipients enrolled in a degree program (matriculated students) are required to apply for Financial Aid by filing the Free Application for Federal Student Aid (FAFSA). . Any scholarship or grant aid awarded will be applied toward your tuition in lieu of your waiver and the amount of your waiver will be reduced accordingly. Waiver applications will be returned or denied if the FAFSA is not completed.
If you are considered a dependent student for financial aid purposes, you are not eligible for an unemployment waiver.

Requirements
- RI Public Higher Education Senior Citizens MEANS Test
- signed copy of 2023 federal form 1040 with W2s
- copy of RI Driver’s License or RI State ID
- payment of required fees not covered by the waiver
- completed 2024/2025 FAFSA

Rhode Island residents with a Department of Veterans Affairs service-related disability of at least 10 percent may apply for a Disabled Veterans Tuition Waiver. You should submit your request for a Disabled Veterans Tuition Waiver, along with the appropriate documentation, to the Bursar Office.
The Disabled Veterans Tuition Waiver applies to tuition only. All fees associated with the tuition will continue to be charged to the waiver applicant.
The Bursar Office will determine eligibility under this program. All waiver recipients who are in a degree program are required to apply for financial aid. Any scholarship aid you are awarded will be applied to your tuition in lieu of your waiver and will reduce your waiver by the amount of the award.
